Chapter 11: The Compromise Investigations begin. “There were three investigations: one led by the United States attorney, a federal investigation examining criminal culpability; one by the Portland Police Bureau’s Internal Investigations Unit,seeking violations of the PPB internal rules and regulations; and another bya special review commission, custom-built at the behest of mayor Bud Clark,to inform the citizens of Portland and ward off the mounting bad press.”

The book was absolutely fascinating.  Had no idea how complex police work can be.  Sounds worse than Washington DC politics!
